Please read this if you are planning to use our facilities, it includes the rules and prices. Please contact us if you are unsure of anything.

1.Available days and hours

Available days From January 4th to December 28th
Available hours 9:00 AM~ 9:00 PM
If approval is received beforehand, the facility can be used at different times and durations from those shown. Additionally, there are days where all or parts of the facility cannot be used due to maintenance and inspections, etc.
Parking, however, is available only from 8:00 AM to 10:00 PM.

2.Application for use

(1)Application process start day

Applications for use are accepted as stated below.
Consultations and / or inquiries for future use, however, are offered at any time.

(Note 1) Following the statistical standards published by the Japan National Tourism Organization (JNTO), an “international convention” refers to one which fulfills points 1-4 below.

Japan National Tourism Organization (JNTO) statistical standards:

  1. The organizer of the event must be an international gency/organization or national agency/organization (excluding private-sector companies).
  2. Participants for the event must be more than 50.
  3. Participants countries must be more than 3, including Japan.
  4. Duration of event is more than one day.
(Note 2)“Full use” means using all conference halls.“Using in entirety” means usage without subdivision.

(2)Inquiries for openings

As a general rule, to make an inquiry regarding site openings please follow the usage guide and make an inquiry using the inquiry form (in the specified format) on the company’s homepage.
A staff member will contact you within three business days (excluding Saturdays, Sundays, holidays, and days of closure).
Also note that inquiring about openings does not constitute a guarantee for reservations.

(3)Regarding temporary reservations

(1) For individuals wishing to make a temporary reservation, in the case that the site is open for the desired date and time, the space will be reserved temporarily two weeks after the day of request.
During this time, users will decide whether or not to apply to use the site (decision of facility use).
(2) Temporary reservation is limited to organizers of conferences/exhibitions, or individuals who have been assigned the task by organizers.
In this event, we may require the organizer to confirm the assignment. Additionally, in the event that the name and contact information of the organizer or the event name is unknown, a temporary reservation cannot be made.
(3) Temporary reservation does not guarantee use of the facilities.
To use the facilities, the application procedure for use is necessary. Please note that when the temporary reservation period is exceeded, the temporary reservation will be cancelled without prior notice.
Also, a cancellation charge is not incurred if within the temporary reservation deadline.

(5)How to apply

In case you wish to use the regular and additional facilities please fully fill out the appropriate “Application for Use” form and turn it in at the counter at the Convention center or send it by mail.
As required, we may request submission of planning documents for use, materials from the organizer, and references on usage details

(6)Applicants for use

Application is limited to organizers of conferences/exhibitions, or individuals who have been assigned the task by the organizer. In this event, we may require the organizer to confirm the assignment.

3.Usage Restrictions

If any of the following apply, use of the venue will be refused.
(1) When recognized that use of the venue profits or may potentially profit gangs as prescribed in article two, clause two of the Act on Prevention of Unjust Acts by Organized Crime Group Members (Act No. 77 of 1991).
(2) When recognized that damage may be done to the public order or positive morals.
(3) When recognized that it may be a nuisance or harmful to other visitors.
(4) When recognized that it may damage or dirty the facilities or the venue structure.
(5) When violence to, assault on, or unreasonable coercive demands to the venue’s employees are made at the time of reservation, or when other similar behavior is recognized.
(6) Apart from the above, when recognized that it will be a hindrance to the venue supervisors and operations staff.

4.Approval for Use

Approval for use will be made within 7 business days upon receipt of application documents.
Approval notification is carried out by means of a “Usage Approval Notification.”

5.Usage approval cancellation

(1) If any of the following conditions are found to apply after approval for use, the approval will be cancelled, limited, or suspended.

  1. When any of the conditions listed previously in section 3, “Restricted Use” are found to apply.
  2. When it is found the application document contains falsehoods. Alternately, when it is found that the purpose and contents of usage differ from the purpose and contents approved.
  3. In regard to facility use, when notification of the relevant public offices required by law is neglected.
  4. In regards to facility use, when instructions from the venue are not followed.
  5. When the facility use charge is not paid by the date set.
  6. When the facilities cannot be used due to the occurrence of emergency conditions from natural disasters (including cases of the venue being used by regional or national public organizations as a standby location for evacuation), or when the facilities cannot be practically used due to construction required for repair or inspections.
  7. When holding the exhibition is difficult due to the large-scale spread of an infectious disease, in which a government body of the nation or Osaka prefecture recommends suspension of holding the event or suspending use of the facilities. (However, in cases of suspension of the event in instances of a government body calling for voluntary closure, the event may be cancelled based on the judgment of the applicant).
  8. Apart from the above, when any unavoidable reasons arise with regard to facility supervision and operations.

(2) For cancellation charges arising due to items 1-5 in section 1 of these terms, corresponding with section 8 (3), the venue will receive payment from the company by the day specified. Additionally, the venue is not liable for any losses that arise as the results of cancellation.

(3) For cancellation charges arising due to items 6-7 in section 1 of these terms, the charge may be reduced or dismissed. Additionally, the venue is not liable for any losses that arise as the results of cancellation.

6.Usage fees

Please refer to the “Facilities Use Price List” and “Additional Facilities and Parking Use Price List.”

7.Payment of usage fees

(1) The facility use charge is paid in advance, and payment is to be made as shown in the following chart. Additionally, it is possible to make payment that exceeds the fixed amount decided for each term, or to pay the entire amount by the payment deadline.

(2) Applicants for use will be sent an invoice in conjunction with the deadline for payment. Please transfer payment to the designated financial institution by the date designated by the venue.

The day of approval is the day that the “Usage Approval Notification” is issued. (Section 4. Usage Approval, above)

(Note 1) Based on the venue’s judgment, there will be cases in which payment of the facility use charge and all accompanying fees will be made by a specified day which is prior to the commencement of use.
(Note 2) Please note that if payment of the use charge is not made by the payment deadline, the usage approval will be cancelled.

(3) For accompanying facility use charges and additional fees, please pay by the end of the following month after use concludes.

8.Changes or Cancellations

(1)Asking for Changes or Cancellations

(1)After receiving usage approval, should the user change the date of use, time of use, or facility for use due to factors attributable to the user, or should the user cancel an application for use, the user is to promptly submit a written notice thereof to the facility.
(2)Payment of a cancellation fee (3) to the facility will be required from the user when changing or cancelling a date of use, time of use, or facility for use.
Changes to dates of use, times of use, or facilities for use may not be accommodated depending on the facility’s operational situation.
In this case, the cancellation charge will be deducted from the facility use charge that has already been paid, and the remaining amount will be returned. Also, if the amount paid is insufficient, the venue will bill the difference and receive payment by the specified date.
(3) Depending on the facilities’ conditions of operations, there are cases in which approval cannot be made for changes to date, time and facility changes.
(4) Regardless of the cancellation period, the venue will receive payment of the entire amount of charges already incurred from exhibition presentation support services (equipment, furnishings, products, personnel costs, services, etc.)

(2)Payment of additional usage fees

For additional usage fees incurred due to changes, the venue will receive payment within two weeks from the day the new usage approval is made, or by the date specified by the venue.

(3)Cancellation charges

The day of usage approval is the day that the Usage Approval Notification is issued.

9.Parking Fee Exemption

The parking fee in case of disabled drivers or passengers may be reduced. Please present your physical disability certificate at the counter in such cases.

10.User obligations

The user will abide by the following terms.
(1) The user will hold an event that follows the contents issued in the “Usage Approval Notification” by the venue, abides by the terms set in the usage guide, enforces the terms and regulations of the Osaka International Convention Center regulations as well as the law.
(2) In dealing with related parties and venue staff, the user will carry out supervision and operations of a safe event, thoroughly understanding each of items (5) through (9) below, along with abiding by the laws and regulations of the Osaka International Convention Center as stated in (1) above.
(3) The user will pay the usage charge by the payment deadline based on “7. Payment of Usage Charge.”
(4) Up to one month prior to commencement of use, in addition to submitting import and export plans, installation plans, and a facility use plan relating to facilities, electricity, gas, water, telephone, etc. to the venue, the user will carry out meetings regarding the details of usage.
(5) Possession of dangerous items or use flammables without permission from the venue is prohibited.
(6) Engaging in activity that is a nuisance to neighbors or other users, such as occupying the surrounding roads, creating smells, vibrations, loud sounds, etc. is prohibited.
(7) Engaging in soliciting donations, selling goods, advertising merchandise and events, or other similar behavior without permission from the venue is prohibited.
(8) Bringing in food and drink is prohibited.
(9) As the inside of the venue is entirely non-smoking, smoking outside of the smoking corners located in the corner of the first floor plaza stage is prohibited.
(10) Expenses required for early morning or night supervision must be born when utilized outside of normal usage hours with advanced authorization.

11.Reporting to Government Offices

The user will exercise due diligence in using the facility, and will abide by the below terms.
(1) In the case that permission procedures and notification of the related public institutions are required for use, after receiving approval from the venue, the user must carry out notifications, etc. The user will copy completed notification and permission forms, and then submit a receipt to the venue two weeks prior to the day of commencement of use at the latest.

The Convention Center prepares the forms submitted to the fire station. Please talk to the district health center for the forms submitted to them.

(2)The user will follow the contents above in (1), “Notification Form for Holding Events,” and carry out operations and management of the event safely.

(3)The user will elect a “Venue Supervising Manager,” who will be in a position to adequately perform necessary duties, will be stationed within the venue during the duration of use, will be present for the exchange of venue keys and furnishings for use, and manage and operate the event in its entirety.

(4)The Venue Supervising Manager will also serve as a “Fire Control Supervisor,” and work to prevent accidents for the entire event.

(5)As the user is responsible for accidents that occur within the facilities being used over the duration of use (including set-up and break-down), regardless of whether it was the user, related parties, or attendees’ actions who caused said accident, the user will be completely prepared to prevent accidents.

(6)The user will manage the facilities being used during the usage period, providing adequate support to take steps with necessary counter measures in dealing with the occurrence of injuries, sudden diseases, along with prevention of accidents, fires, theft, and organization of attendees.

(7)The user will confirm the location of fire extinguishers, fire hydrants, evacuation guidance methods and emergency exits prior to facility use in order to address unforeseen disasters, accidents, etc.

(8)In times of emergency, the user will safely look after attendees, following the instructions of the venue.

(9)Prior to the event and via sufficient consultation with the venue, the user will make an operations time table that takes into account the safety of traffic conditions on the surrounding roads and passenger unloading for attendees being brought in via bus. Additionally, the user will arrange security guards and traffic directors on the surrounding roads.

(10)In the case that there are many attendees, regarding security methods, etc., the user must meet with the venue beforehand, and will work to prevent theft and trampling, taking measures to position supervising guards or consigning work using a security company. In the case that attendees exceed the expected amount, the user will take responsibility in responding, including providing extra emergency staff.

(11)In the case that multiple events are being held simultaneously with congestion from many attendees expected, the user will cooperate with the organizer of the other event being held and draft a comprehensive management plan. This plan will be discussed with staff at this company.

(12) Venue staff may be present during usage when necessary for facility management and operations.

12.Restoration/compensation for damages and exemptions

(1)Quickly restore the site to its original condition after concluding facility use.

(2)In the case that usage approval is cancelled due to any number of reasons during usage of the facility, restore the site to its original condition as in (1) above.

(3)In the case that the inside of the venue, facilities, or furnishings are dirtied, damaged or missing, the venue promptly. For damages caused by the user (including related parties and attendees), compensation will be made by the user.

(4)For damages incurred by the user (including related parties and attendees) due to neglect of management duties or violation of terms listed in the usage guide, compensation will be made by the user as in the previous item.

(5)Please use caution as the venue will not assume responsibility for damages related to any incident involving theft or damage to exhibition items, or theft of user’s items (including participants and related parties) that occurs within the facilities during the event or during set-up/break-down.

(6)Users are advised to acquire insurance as needed as a precaution against unforeseen issues.

13.Precautions

(1)Please apply beforehand and obtain approval when taking photographs or copies of the venue.
Also note that the request may be refused if judged to be a hindrance to venue management and operations.
(2)Apart from the above, for usage please consult with the operations staff and follow their instructions.

15.Business center

The venue features a business center on its 11th floor with stationary available for sale, giving swift and pleasant support for conferences and exhibitions via copy and binding machines for materials, business card printing, FAX, and express delivery.
The center offers support services for event and conference organizers from 8:30 AM to 6:00 PM on the Convention Center’s open days (from January 4 to December 28).

16.Exhibition organization support service

The venue offers all kinds of support for the operation of events, including academic meetings, general assemblies, testing, exhibitions, events, etc. Please feel free to consult with us.
